I believe you need to un-marry the tuner first if you haven't already. I also don't think the tunes carry over between VINS.

After reading this, I guess you just need to return the vehicle to stock and it unmarries the device. The next person will have to pay for the unlock

Yeah, you have to pay for the tunes and the 'pairing' to your car since they're VIN matched.
